Rebuilt from the ashes of the Sanbi's attack, Kirigakure has emerged stronger than before, with revitalized infrastructure, and shinobi returning by the day. With development extending to several of the surrounding islands, Kirigakure has prospered under the rule of its new Kage, Sugoi Washi, who has held the role for two years now. Welcoming the more violent aspect of Kirigakure's culture, the Mizukage has encouraged battle between members of the village, through the upgrade of the Mist's Grand Colosseum, it is now commonplace for shinobi to settle their differences, or express their friendship, through intense battles. The result has been fewer cases of outright slaughter in the streets...although this remains an issue.
With the pre-existing structure of the Mist Hunters breaking down during Kirigakure's period of anarchy, a new group, known as Current and formed by current Mizukage, Sugoi Washi, have taken the position. Little is known about the function or methods of the group in the mainstream village, and their shadowy activities are thought to include everything from espionage to assasination, with members believed to watch shinobi of particular note within the village. Allegations of a concerningingly close relationship between the secret ops and the Mizukage are commonplace, with the present leader being a former student of Sugoi's.
In brighter news, the Academy has once again begun a reasonable turnout of shinboi, allowing for the re-instigation of the Jonin sensei model, and for a refreshing amount of new blood to the village. Fortunately, the infamous tradition that made Kirigakure notorious is no longer in place. However, combat is an integral part of the course, and the children of Kirigakure are trained to relish battle, with bloodlust being the norm, as opposed to a concerning exception. The methods used are brutal, but tend to weed out those of weaker character.
Furthermore, the line between the head of Kirigakure and Mizu no Kuni has completely disappeared. Although the Water Daimyo's role was whittled down to virtually nothing over years holding only symbolic power, Sugoi formalized this by removing the man from power altogether, proclaiming himself the head of Mizu no Kuni as a whole. The result of this has been a drastic increase in the power and resources of Kirigakure, and for taxes levied on the poor to drop drastically, making Sugoi a very popular leader. However, he has managed to make many enemies over his short reign, opponents resenting him making the aristocracy mostly ceremonial.
