Jutsu are the primary method of attack and defense in the shinobi world and, by extension, this board. Any jutsu you wish for your character to use must be submitted to your village in the appropriate forum. They will then either be approved or rejected, based on whether they are fair for play, or broken. Now, when applying for the technique's approval, there is a format you must follow.
Name: (Japanese if you wish, although English will suffice)
Rank: (D-S; offensive, defensive, supplementary; ninjutsu, taijutsu, genjutsu)
Users:
(Description)
Now, if you want to add more detail, fantastic, go for it. However, all of this must be included, and this is the minimum format for being accepted. With that in mind...
Now, onto the topic of jutsu rank, with canon techniques as a helpful reference point to compare power with.
E-rank: These are Academy level techniques, and can be performed by just about anyone. These are mundane and primarily supplementary.
Examples:
D-rank: These are techniques that can be used by Genin and above. These can be used as basic forms of attack and defense, and this is the level where jutsu become more diverse. The strength of these techniques tends to lie in creative usage, as opposed to raw power.
Examples:
C-rank: These techniques pack more of a punch than their D-rank counterparts, but likewise require greater amounts of chakra to use.
Examples:
B-rank: These techniques are standard fare for Jonin level ninja, and will likely comprise the majority of an experienced ninja's repertoire.
Examples:
A-rank: Some of the most powerful techniques in a shinobi's arsenal, these comprise of feats that are truly remarkable.
Examples:
S-rank: Contrary to popular belief, S-rank techniques are not inherently the most powerful. Simply constituting impressive raw power does not make a technique S-rank. These techniques are usually unique to the shinobi in some way, are related to a kekkei genkai, or have some severe drawback to their use. It is for this reason that these are rarely seen, and typically the home of Kinjutsu.
Examples: Rasenshuriken, the Eight Gates
Although you can choose the rank of your jutsu when submitting it, keep in mind it is viable to change if it is deemed too powerful for its assigned rank. This is to prevent power creep, leading to D-rank ninjutsu being as powerful as C-rank ones were, necessitating that C-rank jutsu progress to B-rank levels of strength, and so on, so forth.
So there you have, a guide on the topic of creating your very own jutsu and taking your very first steps into the world of the Naruto Custom Character Role Playing Game. Thanks for reading.

Kawarimi no Jutsu - Substitution Technique
Rank: E – Supplementary Ninjutsu
Users: Basic Ninja
(Kawarimi no Jutsu is a basic Ninjutsu technique. When in danger the ninja will quickly substitute themselves with another nearby object. This can be a block of wood or even another person. This allows the ninja to quickly flee and hide while the original object takes the brunt of their opponents attack. Useful for avoiding attacks, and hiding from potential enemies. This is a super-speed jutsu, not a teleportation one. Kawarimi may be used twice per battle.)
