 Situated just outside Kirigakure, this was one of the few areas of the village to not be rebuilt following the Sanbi's attack. Notorious for its criminal element, this is where the majority of Kirigakure's shady dealings occur, with many now occurring among damaged buildings.

 Beneath Ocean Avenue's streets lies something far more sinister. A combination of old Kirigakurean structures and tunnels built more recently, it is dedicated to the production and sale of illicit substances. Littered with traps and criminals, it can be accessed from several points on Ocean Avenue, but it is difficult to do so, unless those who control it allow you entry.
